What is Consent Mode?

Consent Mode is a Google feature that lets your tags adapt to a visitor's consent choices. If someone declines cookies, tags can limit what they store and send. Google can then use modeling to estimate some of the lost conversions.

How Consent Mode works

Your consent banner tells Google tags whether a visitor allowed analytics storage, advertising storage, sending their data to Google for advertising, and ad personalization. The tags then change their behavior to match.

When consent is denied, tags can send limited signals that don't use cookies. Google's systems may use those signals to model some of the conversions that would otherwise be missing.

Why it matters for reporting

As more visitors decline tracking, reported conversions drop even when real results don't. Consent Mode helps narrow that gap while still respecting the choice the visitor made.

Modeled data is an estimate, so treat it as a helpful approximation and not an exact count.

Setting it up

Set default consent states, connect your consent banner so it updates them, and check that tags fire as expected in a test. Google's requirements for advertising features in some regions have changed over time, so check the current documentation.

Common questions

Is Consent Mode a consent banner?

No. It doesn't collect consent. You still need a banner or CMP to ask visitors, and Consent Mode passes their answers to Google tags.

What's the difference between basic and advanced Consent Mode?

In basic mode, tags don't load until a visitor consents. In advanced mode, tags load right away and send limited signals if consent is denied.

Does Consent Mode work for non-Google tools?

It's built for Google tags. Other platforms have their own consent settings, so configure each one to follow your banner's choices.

Does Consent Mode fix all lost conversions?

No. It can recover some through modeling, but you'll still have gaps. Server-side tracking and first-party data can help fill them.
